Hmmm....
If you run "nm" on libnetsnmpmibs, can you see the init_xxx() routines?
If you look at the file 'agent/mibgroup/mib_module_inits', can you see them?
What do these routines contain, and what are they called?
What are the files called?

It doesn't sound like a configuration problem - more likely a compilation issue.
