 That looks like a problem with the timestamps on various files.

 What does the output from

      ls -ltrd conf* stamp* Make* include/net-snmp/net-snmp* l*

 look like?

 But no "Makefile"?   Strange....
 That would trigger running "config.status", though - since this is the

 command which creates the Makefile.

 Ah! Those last couple of lines weren't in your earlier report.

 That would certainly trigger re-running config.status.

 But I'd expect to see more lines of output there.
 There's no mention of 'local', 'testing', 'man' or 'mibs' Makefiles,
 nor of net-snmp-config or
net-snmp-config.h
 (which *were* included in your earlier report).

 It sounds as if something has changed with your configuration.
 I'm confused.

OK - try the following:

   $   ./config.status
   $ ls -ltrd conf* stamp* Make* include/net-snmp/net-snmp*
libtool ltmain.sh
   $   make

What is the *full* output of this sequence?
If it goes into the same loop - re-running config.status multiple
times - then please let it run two or three times before breaking in.
 But I'd like to see the *whole* output. Trying to guess what's
happening from incomplete information is incredibly time-consuming.
