The "service" command is Redhat specific, check "man chkconfig".

In order for the "service snmpd start" command to work, you need to have
registered the snmpd init script by using "chkconfig --add". I don't
think that building net-snmp from source provides you with such an init
script but you can get one from the "official" Redhat net-snmp RPM
package if needed. If you need any help with that let me know.
