For most SNMP operations, the agent will be "reactive", responding to requests that are sent from some other client application. If no requests arrive, then the agent won't do anything. A trap (or notification) is the main way that an agent can be *pro*-active. They can be used to inform some external application (a "trap receiver") of some significant event without waiting to be asked. This would most typically be reporting an error condition - but can be used to report any sort of event. This active behaviour complements the main activity of the agent - reporting management information that has been explicitly requested.
