As long as things are used consistently, the name of the directory isn't important. I would tend to expect that it'd be in /etc/php.ini or somewhere similar. I wouldn't usually expect to mix "/etc" and "/usr/local" The first would typically be used with a vendor-supplied distribution, the second with one compiled from source.
