simple bool from script on win32?

I've been exploring the vast new realm of SNMP looking for how to create a simple bool "is my app alive?" parameter that gets its value from a script. How should I do this on win32? I just saw on http://www.net-snmp.org/docs/README.agent-mibs.html that it appears that the extend mib is not implemented on win32.
