How is the net-snmp version seeded into the base code?

Hello list, Is it by modifying the following line in configure.in file AC_INIT([Net-SNMP], [5.4], [[email protected]]) Or, For every major/minor release of net-snmp, ./snmplib/snmp_version.c file modified with the number? Why I am confused is, that this file is not generated at the configure step. Please help me in understanding which way you do this?
