In the spec file, remove the token "elfutils-libelf-devel" from the line starting "BuildRequires:" You'll also need to make sure that you have all the necessary development RPMs installed. I found that I needed to add beecrypt-devel & bzip2-devel to the system I was working on. Your mileage may vary. But as long as the necessary development libraries, etc are installed, 5.4 should compile with no problems.
