It's a bit difficult to comment without seeing the formal MIB definitions,
but wmanIfBsSfId feels like an index to the table.
   In which case, you would normally only have entries for the rows
(flows?) that actually exist.

Remember that the agent deals with values one at a time.
It wouldn't return 15 lines - it would return 1 line 15 times
(or three times, or however many valid entries there were
for that particular column).
