The standard Access Control settings apply to these tables, in exactly the
same way as any other MIB.

It's not a question of which application is being used - the agent can't tell.
All it sees it the incoming SNMP requests.
   But if you configure your CLI to use a particular SNMPv3 username, and
set up the VACM tables to allow write access for this user (and this user
only), then that would prevent any unauthorised manipulation.
