The most likely cause of that is that the agent probably doesn't
implement SET support for these particular objects.

No - they have *MAX* access read-write.
That doesn't automatically mean that the agent contains the code necessary
to support SET requests.  It's fairly common to implement a read-only view
of a MIB table.   Reporting the current state is much easier than updating it.
