If your code is part of an agent (either the master agent, or an
AgentX subagent), then you can use 'send_v2trap' and friends
to generate traps.

If your code is part of a different application (not an agent),
then you can *NOT* use 'send_v2trap'.  This API relies on
functionality provided by the agent framework.

For a standalone application, you'll need to construct and
send the PDU yourself.  See 'apps/snmptrap.c' for an example
of the sort of code you'll need.
