linkup traps generated while sending HUP signal to reconfigure

Hi,
   
  With 5.4 version, it is observed that linkUp traps are also generated when a HUP signal is sent to snmpd while reconfiguring.  Is this the expected behavior? If not how to suppress these linkup traps. The config used is as below.
