These control which portions of the OID tree can be queried. Without seeing the rest of the access control configuration, it's impossible to be sure whether this is causing the problems you're seeing. But if the agent isn't configured to allow access to the .1.3.6.1.4.100 subtree, then none of your scripts will ever be invoked. (As an aside, that's not actually a valid OID to use, since it's controlled by the IETF. But as long as your systems are purely internal to your organisation, then this may not matter).
