I'm tempted to suggest that you step back a bit, and try working with a
more vanilla configuration.

I.e. install a version of the agent that *does* include the SNMP-USM-MIB,
and create the 'madan' user via the snmpd.conf file.  Then check whether
you can query the agent using this user or not.

Assuming that you can, take a dump of the contents of the userTable.
Then remove the snmpd.conf files, and re-instate the in-line code for
creating the 'madan' user (but keep the SNMP-USM-MIB support).

If you can no longer query the agent using this user, then take another
dump of the userTable, and compare them for differences.

Once you've finally got a version of the code that creates this user
successfully, then you can remove the unnecessary MIB modules.

That may sound a bit tedious, but it's probably the most sensible route
forward.
