Not something that I've ever had call to use, but 'snmptrapd' will attempt to register SNMPv3 users with an AgentX master agent, under the context "snmptrapd". You should be able to manipulate this trapd version of the usmUserTable using the 'snmpusm' command in the usual manner, by specifying this context.
