snmptrap to localhost

Hi, when I do snmptrap -v 1 -c public not_localhost_IP '' 0 0 '' coldStart.0 the trap is received by the other host (I checked with tcpdump), but when I do snmptrap -v 1 -c public local_IP_or_localhost '' 0 0 '' coldStart.0 I get nothing with the tcpdump port 162 and udp. Why can't I receive traps sent from localhost to localhost?
