You can manipulate the snmpNotifyTable, snmpTargetAddrTable and snmpTargetParamsTable directly. Try walking these tables to see what entries get installed by the "trapsink" (and similar) directives. Then use "snmpset" to reproduce these manually. Unfortunately, I don't know of a command-line tool to do this for you.
