If you are seeing the outgoing packet dump (but nothing coming in),
then that suggests that the remote agent isn't listening, or is
discarding the initial probe.
   I'd expect to see *something* sent back, even if it was an error
saying "wrong password" or "unknown user".

It might be worth trying with authNoPriv (or even noAuthNoPriv) first,
to see whether the agent responds.

You say that it's SNMPv3 only, so you can't try with SNMPv1 or SNMPv2c.
Is it also IPv6 only, or could you try querying it using an IPv4 address?

If you can find a less-secure version that works, then you try increasing
the settings (one at a time), until you find the point at which things start
failing.   That might help identify what's actually wrong.
