Is either Net-SNMP or snmpdv3 listening on 161 UDP port ?
Do you known AIX have some DPI[1] sub-agents related to snmpdv3, 
like snmpmibd[1], hostmibd[2] or aixmibd[3] (this agent has been
introduced with AIX 5.2) ? aixmibd isn't enabled by default.
What do you want to monitor under AIX using SNMP ?
