Yes - that's the enumeration value used to identify Octet String
values (as opposed to Integer, Ip Addresses, OIDs, etc).

That's an enumeration value used to identify the third
column in this particular table  (which happens to be a
MacAddress value).

Neither of these have any relevance to the length of the
string value.
