\USR\SNMP\PERSIST dumped in undesirable place

I’m running net-snmp on Windows 2003 for use with cacti.  Each time it runs, C:\USR\SNMP\PERSIST\SNMPAPP.CONF is created but I would like it to be dumped somewhere else like C:\Cacti\usr\SNMP\PERSIST where it use to be created.  I’ve checked the registry and the two values exist:
 
SNMPCONFPATH:        C:\Cacti/net-snmp/etc/snmp;C:\Cacti/net-snmp/snmp/persist
SNMPSHAREPATH:      C:\Cacti/net-snmp/share/snmp
 
I’ve also tried to play around with C:\Cacti\net-snmp\bin\snmpconf (not snmp.conf, it doesn’t exist in my install) but had no success.
 
I’m a “newbie” and unfamiliar with net-snmp.  Any help anyone can give me to change this would be appreciated.
