mismacth in ipIndex between IfTable and ipAddrTable MIB

 Hi  All,
   
  In snmpd 5.21  when I query  IF-MIB::ifTable  and IP-MIB::ipAddrTable    there is a mismatch between the ifIndex  .In the ifTable   eth0 index is 2 but in ipAddrTable it is 4.
  Could you please tell me why it is happening?
   
  Now if I run snmpd 5.4  there is no mismatch between indexes but ipIndex jump from 1 to 4.
  Why it is missing 2 and 3?
   
  I appreciate your help.
