The most obvious thing about that code, is that nowhere do you call
the routine 'snmp_read()' to accept the incoming request.   Or the
routine 'agent_check_and_process()' to handle this at a slightly
higher level.

Have a look at the code in
   http://www.net-snmp.org/tutorial/tutorial-5/toolkit/demon/example-demon.c
         for an example of a basic agent framework.
