problem starting snmptrapd

Hello
i have problem while starting snmptrapd
when i try to start it i see in syslog the followin
Nov  6 16:30:18 sashad snmptrapd[2293]: NET-SNMP version 5.4.1

("Address already in use")
but there is no process that uses 162 socket

here is snmptrapd.conf:

How the problem can be solved? I've read man pages, but couldn't understand 
where the problem comes from. Really I just snmptrapd to log any traps that 
it receives in a single log file.
