Yes - this design is feasible.

Please read the AgentX specifications, which describe the protocol
mechanisms for precisely this scenario.
   Both for registering a single row of a table (which does indeed use
the range_subid and range_ubound fields you have found), and for
coordinating the allocation of index values used by the various subagents.

Unfortunately not - there isn't any code that currently uses this mechanism.
