Yes.
The various ".asc" files basically contain digital checksums
for the corresponding binary files.    If you're happy to trust
that the main RPMs/EXEs haven't been tampered with,
then you can ignore all the .asc files.

If you're working with Linux, then you can also ignore
the "win32.exe" files - as these contain Windows binaries.

In fact, you probably only need

This contains the agent, applications, and supporting libraries,
which are sufficient for monitoring your systems.

The -devel RPM is needed if you want to develop new applications
that use the Net-SNMP libraries.
The -perlmods RPM is needed if you want to write SNMP perl scripts.
And you can ignore the -debuginfo RPM altogether.

Hmmm...  not sure.
These particular RPMs were built using Fedora Core 6 (hence "fc6").
It is possible to install RPM packages on Debian/Ubuntu systems
(e.g. see http://www.psychocats.net/ubuntu/installingsoftware)
although there is always a question over which library versions the
agent/applications will be needing.

Install this using the command

    rpm -i  {package}.rpm


You might find it easier to use one of the Debian or Ubuntu packages
listed on http://www.net-snmp.org/wiki/index.php/Third-Party_Packages
(although this only has v5.4 plus the current 5.4.x snapshot).
   In that case, you'd probably need to install a matching set of
'snmp', 'snmpd' and 'libsnmp15' packages.

Install these using the command

     dpkg -i {package}.deb
