Here's what I got on the patch.  I'll re run the configure and compile
and see what happens.
$ patch < cygwin-mibdir-path.patch
patching file configure.in
Hunk #1 succeeded at 1319 (offset -9 lines).
patching file configure
Hunk #1 FAILED at 1.
Hunk #2 succeeded at 21326 (offset -974 lines).
1 out of 2 hunks FAILED -- saving rejects to file configure.rej
