You need a snmtrapd.conf with at least the following statements:

SNMP v1, v2:
authCommunity TYPES COMMUNITY

SNMP v2, v3
authUser TYPE USERNAME
createUser USERNAME ...

or

disableAuthorization yes

see 'man snmptrapd.conf' for details.
