Trying to install 5.4.1 perl modules on Win XP with activeperl 5.10

Can't find a ppm repository that contains net-snmp.ppm.  cpan install
fails.

I am using MinGW32 to compile.  My configure command is as follows;

./configure --disable-mibs --with-perl-modules --disable-embedded-perl --with-mibdirs=/c/net-snmp-5.4.1/mibs

make.log contains many references like the following;

   Considering target file `/usr/lib/perl5/5.8/cygwin/Config.pm'.
    File `/usr/lib/perl5/5.8/cygwin/Config.pm' does not exist.

So, it seems net-snmp-5.4.1 is not set up to make perl modules for perl 5.10.  Is this support contemplated?  Is there a work around?

Sorry if information is incomplete.  Please let me know if I left anything out.
