snmptrapd - v3 traps and "disableAuthorization yes"

I am trying to understand the following behaviour: I have "disableAuthorization yes" configured for snmptrapd but I get an error when running with -D saying snmp_parse: snmp_parse: Parsed SNMPv3 message (secName:testUser, secLevel:noAuthNoPriv): USM unknown security name (no such user exists) Parsed SNMPv3 message (secName:testUser, secLevel:noAuthNoPriv): USM unknown security name (no such user exists) Is that the expected behaviour? I have to configure the user with createUser -e <engineId> testUser to make it work. If I interpret the description of "disableAuthorization yes" correctly this should not happen. True?
