The title of this thread mentions ActivePerl, and you say v5.10, but the makefile is dealing with cygwin perl v5.8. Check your PERLLIB, PERL5LIB, etc. env vars in both MSYS sh and CMD.EXE, and make sure everything is pointing to ActivePerl, if that's what you want.
