The MIB module tutorial (http://net-snmp.sourceforge.net/wiki/index.php/TUT:Writing_a_MIB_Module) is the best place to start, but first you want to read README.win32 in the source code distribution, which explains how to build on Windows. I *strongly* recommend that you build and install net-snmp from source code before attempting to build a MIB. This will verify your tool chain, and any errors you get while compiling the MIB will almost certainly be due to an error in your MIB code.
