No.
That FAQ entry (and the command you give) are concerned with
problems when *compiling* the agent - typically when missing
some required development packages.

The error that David is reporting relates to *running* the agent.
And the library that it's complaining about is part of the Net-SNMP
suite itself - not a separate (missing) package.

David - have a look in the location where the rest of the Net-SNMP
libraries have been installed.  (Typically /usr/local/lib).
   Can you see libnetsnmpagent.{anything}?   What?

It might be worth running "ldconfig"
(or possibly "ldconfig /usr/local/lib")
