Roy is spot on. If you want to know whether a node is SNMP active, then send an SNMP request and see if you get an answer. You can either query something generic (like sysObjectID) or even ask for something ubiquitous but vaguely useful (like sysUpTime, sysDescr, hrSystemUptime, etc). But there's no need for a specialist "ping" request. GET et al can do the job perfectly well.
