A quick scan of the snmptrapd.c code doesn't seem to indicate
any form of signalling - either when shutting down, or when
re-configuring.

Please log this as a Feature Request on the project tracker system.
(Or if you are in a position to implement this behaviour, post the
code on the Patches tracker).
