I'm not aware of an implementation of that MIB, no.

However, the data defined in RFC 2594 is such that it would
almost certainly have to be implemented within the HTTP server
itself (perhaps as an AgentX subagent).
   It might be worth checking the documentation for your
preferred Web server, to see whether that includes
anything suitable.
