Err... no, it doesn't.
It just imports IANAifType from the IANAifType-MIB  (plus various definitions
from assorted SNMPv2-* MIBs).  It doesn't import anything from RFC1213

(If nothing else, RFC1213-MIB is written in SMIv1, and IF-MIB is in SMIv2)

No, it doesn't.
The definition of ifType is:
ifType OBJECT-TYPE
    SYNTAX      IANAifType
    MAX-ACCESS  read-only
    STATUS      current
    DESCRIPTION
            "The type of interface.  Additional values for ifType are
            assigned by the Internet Assigned Numbers Authority (IANA),
            through updating the syntax of the IANAifType textual
            convention."
    ::= { ifEntry 3 }
