Please try the following:

    /etc/init.d/snmpd restart
    snmpget -v 1 -c public localhost   sysUpTime.0


Does that give a response or not?

What is the output of
    cat /etc/snmp/snmpd.conf
    grep  snmp   /etc/hosts*
    grep  snmp   /var/log/messages
?
