The command i ran on the .20 site is getnext -v 1 -c public -u user 
.1.3.6.1.4.1.2021.xxx
The proxy directive on the snmpd.conf on the .21 system is
proxy -v1 -c public -u user 192.168.0.20 .1.3.6.1.4.1.2021

and before i wrote
proxy -v1 -c public -u user 192.168.0.20 .1.3
