As I said yesterday, you are using a mib2c template that I don't
recognise, and is not one supplied by the Net-SNMP project.
You've refused to say where this template comes from,
or provide the full code that it generates.   So I have no idea
how this module is meant to work, or what might be going wrong.

I would suggest that you use the scalar template that we do
provide, and which is known to be OK.     Or even better, use
the MIB module that already implements the ipForwarding
and ipDefaultTTL objects.   (ip-mib/ip_scalars)
