Because wherever you found it, it's wrong. ASN.1 and SMI do *not* use a single-byte for value lengths, and can support string values much longer than 256 characters. Ling zhou's problem is more likely to lie in the code for this particular MIB module. It shouldn't be an issue for SNMP in general, or the Net-SNMP agent.
