Set operation failed ....

Hey all,
it's me again and again ..........
currently my agent development is got an obstacle ...
i clearly have GET operation success ...
but the SET operation always failed ...
i dont know .. is there any one know how the configuration file must be ?
this is my snmpd.conf file:

moreover i always cannot set all the object in MIB (such as sysContact or
sysLocation)
what's wrong with my snmpd.conf file ?
Does anybody know what is the problem ???
