Try using distinct names for the "problem" and "clear" monitor entries:

monitor -r 80 -o ....  "procTable alert" prErrorFlag   != 0
monitor -r 80 -o ....  "procTable clear" prErrorFlag   == 0


I suspect (though I haven't checked the code), that the second monitor
entry is being rejected as a duplicate entry.
