Latest Status on Implementation of hrProcessorLoad

Hello,
 
Having seen lots of links to text...
"Secondly, it
  doesn't calculate the hrProcessorLoad value correctly, and either
returns
  a dummy value (based on the load average) or nothing at all."

can I ask what is the latest status with hrProcessorLoad?
Also if it has been implemented, a description of how it calculates the
load.  
I have seen other implementations suggest this = (delta busy/( delta
busy+ delta idle)) * 100 
Lastly, how would one test it works using OS tools. I need to confirm
the polling independently to satisfy auditors.
