Creating a row in a conceptual table

Hey there,
I'm working on a project that is using net-snmp to test our snmp agent
functionality. Right now I need to ask net-snmp to send a row creation
request.
My understanding is that I should be sending a set request for the oid
of a table with the status of CreateAndGo or CreateAndWait.
My first thought was to use the snmptable tool to do the row
creation and / or deletion, but there doesn't seem to be a way to do that
through the snmptable tool.
I also looked at the snmpset tool, hoping to find a way to create
the row that way, but it looks like there are no options to use the status
CreateAndGo or CreateAndWait, due to snmpset expecting agent oid type value
but not status or the like.
I would be so appreciative of any help you can give.

more information:
I am running version 5.4.2 of net-snmp, on a Windows XP service pack
three machine. My preference would be to be using a Linux machine, but the
project dictates that I need to use Windows
