There is no way to "resync" a bunch of traps. They're sent from the agent and never "queued". If you use INFORMs instead of TRAPs then the agent will at least try multiple times to deliver it, but eventually it'll have to give up if the NMS isn't answering. There is the NOTIFICATION-LOG-MIB which, if implemented within an agent, can be used by a NMS to collect previously sent traps.
