Have a look at 'mibgroup/if-mib/ifTable/*.c
In particular:

   ifTable_data_access.c:ifTable_container_init()
      cache->timeout = IFTABLE_CACHE_TIMEOUT;     /* seconds */


That's normally set at 15s (rather than 12).

Note that you should be able to adjust this timeout on a running agent,
using the NET-SNMP-AGENT-MIB::nsCacheTable
