How to cross-compile net-snmp in cygwin

I'm trying to cross-compiling net-snmp under cygwin. The target machine is
linux 2.4.26. When I run ./snmpd -c ./snmpd.conf, I got error:
./snmpd: 131: /usr/bin/sed: not found
./snmpd: 131: /usr/bin/sed: not found
cd: 1: can't cd to /cygdrive/c/..../snmp/agent
eval: 1: arm-linux-gcc: not found
The Configure options I used are:
./configure --with-mib-modules="commsMgr" \
--disable-applications --with-defaults \
--disable-manuals \
--disable-scripts \
--disable-mibs \
--disable-debugging \
--disable-snmptrapd-subagent \
--host=arm-linux \
--target=arm-linux \
--with-endianness=little \
--disable-mibs \
--with-ld=arm-linux-ld \
--disable-embedded-perl \
--without-perl-modules
Can anyone tell me what to fix? Thanks a lot!
Another question is since I disabled perl, can snmpd still read the config
file snmpd.conf? If not, how can I configure snmpd?
