It shouldn't do.

  $ man opendir

   RETURN VALUE
       The opendir() function returns a pointer to the directory stream.
       On error, NULL is returned, and errno is set appropriately.

ERRORS
       ENOTDIR
              name is not a directory.


I've tested this on my Linux box, and it definitely returns an error.
If it works differently on SuSE systems, then that's a bug with opendir().
You should report it to them.
